YOUR telegram No. 186 [of the 18th November]: Macao.
The Portuguese Government agree, and are about to propose arbitration formally. They wish, however, to have some understanding that the Chinese, should they agree
to arbitration, would meanwhile not interfere with the status quo.
In this I concur, and you should so inform Chinese Government.
